Starter Relay location?

Would like to know where to find the starter relay on a 97 900T?  Also, is there a way to get to the wire harness to the instrument panel without disassembling the entire dash?  I suspect a loose connection because the entire panel goes out when I hit a bump including the speedometer.  Any help is appreciated.
